Contribution of FIACAT and ACAT Madagascar to the Third Universal Periodic Review of Madagascar
The aim of the alternative report drafted by FIACAT and ACAT Madagascar is to assess the implementation of the recommendations and commitments made by Madagascar concerning the improvement of the human rights situation since the country's second Universal Periodic Review (UPR).
FIACAT and ACAT Madagascar wish to draw attention to a number of concerns. These concerns relate mainly to the abolition of the death penalty, the criminalisation of torture, the training of public officials on the prohibition of torture, police custody, pre-trial detention, material conditions of detention, the monitoring of detention and the Independent National Human Rights Commission.
